To the Garrison workforce,

For those of you unfamiliar with the A-76 process, I will give you a short synopsis. OMB Circular A-76 defines the process of obtaining the best value for the provision of commercial activities. This is accomplished by utilizing the Circular A-76 standard competition process to develop a performance work statement (PWS), structure a most efficient organization (MEO) of the in-house government work force, and then compare the MEO with any qualified commercial providers based on the requirements developed in the PWS to decide which bidder (i.e. current government workforce or contractor) will win the opportunity to perform the activity.

The OMB Circular A-76 requires that I give you specific details about the process. I am here to inform you that approximately 362 civil-service positions are being formally announced in the Directorate of Public Works and Directorate of Logistics, Garrison–White Sands Missile Range, as eligible for competition. Therefore, all DPW and DOL employee’s positions are eligible for competition. In addition, depending upon the outcome of the competition, some contractor positions may be affected as well. These spaces will be competed under the procedures outlined in the Office of Management and Budget (OMB) Circular A-76 and the Army Regulation (AR) 5-20. This announcement represents the official start date of this competition.

This will be a standard competition and the projected end date of the competition is 18 months from today on Jan. 25, 2008. This is a six-month extension of the normal 12 months for a standard competition due to the complexity of the current operating conditions for these two directorates.

The DOD competitive sourcing officer (CSO) for this competition is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD component competitive sourcing official for Department of the Army is Mr. Keith E. Eastin, Assistant Secretary of the Army (Installations and Environment). The Army has delegated certain standard competition responsibilities to the Installation Management Agency (IMA) Delegated Competition Sourcing Official Mr. Philip E. Sakowitz Jr., principal deputy director of the US Army IMA. The contracting officer (KO) for this competition is Mr. Charles Fortune at Fort Sam Houston, and the agency tender officer (ATO) for the MEO is Mr. Ron Hickok, deputy to the garrison commander.

As you may know, we have had a team analyzing these organizations for several months. This team has staffed a report to higher headquarters that recommends a certain amount of workload (positions) be removed from the scope of the competition. This work will be performed by those positions within the Continuing Government Organization. The Continuing Government Organization positions will be validated during the PWS process.

The next step in the competition process will be to develop the Performance Work Statement (PWS) and solicitation. Key individuals have already been selected to lead and participate in the PWS-development process. Those members will comprise what is called the PWS Team. However, it is the responsibility of each affected employee to participate when asked and ensure all the work performed within the function is accounted for accurately. I support the work of the individuals who will take us through this process and recommend you cooperate fully with them.

The Civilian Human Resources Agency (CHRA) has designated Ms. Lynae Jacks as the local A-76 human resource advisor (HRA) for this competitive sourcing effort. Our Civilian Personnel Advisory Center (CPAC) will be responsible for providing information and assistance to all civil-service employees throughout this process. At this time, it is important for each employee to understand his or her rights and responsibilities. These rights and responsibilities will be explained in detail by the HRA at a later date.

We will be scheduling another A-76/CS ALL HANDS Meeting on Wednesday, Aug. 30, and, at minimum, once a month thereafter. At that time we will be able to provide more information and organization points of contact.
