A-76/Competitive Sourcing
White Sands Missile Range Garrison representatives announced the release of the Army Contracting Agency draft solicitations and the draft Performance Work Statements for the U.S. Army Garrison White Sands Directorate of Logistics and Directorate of Public Works competitions at the Sept. 5 A-76 update meeting.
Comments to the ACA drafts are due to ACA by Sept. 18
Deputy Garrison Commander, Ron Hickok, said the A-76 team is working very hard on the competition process. “We are in discussions to try and make the MEO team the most competitive team possible,” Hickok said.
Before responding to questions that had been submitted by the work force, Hickok introduced Greg DeVogel as the new team leader for the Most Efficient Organization.
DeVogel is taking over for Paul Treat, who is leaving WSMR for Senior Executive training.
The following questions were answered at the meeting:
Q: On approximately what date will the final 100 percent PWS and RFP be posted to the Federal Business Opportunities Daily and Yuma ACA websites?
A: No dates can be shared until there is an ACA-approved acquisition strategy plan. The draft solicitations and the draft PWSs have been released and are up on the federal business opportunities website: http://www.fedbizopps.gov/.
Q: Has the composition of the Continuing Governmental Organization been recommended yet?
A: The recommendation has not yet been made. The approval authority for the CGO is Garrison Commander Col. Gary Giebel, and IMCOM West is reserving a review option.
Q: Attachment J- C-1 26 of the DPW PWS for WSMR lists minimum personnel qualifications for key personnel. Since this table appears to lower the requirements for every professional position by two grades it does not reflect our current organization. How did this decision get made?
A: CPAC is working hard to ensure that minimum personnel requirements are all met and do not get overstated or understated in the PWS.
Job descriptions are still being reviewed, and a revised version of the PWS with updated minimum personnel qualifications is already being prepared.
Q: What are the rules for NSPS, GS and WG employees who find themselves in a position that is one or more grades lower as a result of an MEO? Will they retain their pay or will they not be eligible for salary increases as long as they remain in a position that has been bid one or more grade equivalents lower?
A: Regardless of whether MEO or a contractor wins the bid, reduction in force and workforce shaping procedures will be in effect. GS and WG employees that are assigned to a lower grade job can retain their grade for two years. After that they will retain their pay, but not be eligible for annual pay and salary increases. NSPS employees will be able to retain pay for two years, but will not retain grade. A briefing is being assembled to explain this process in greater detail.
Q: In section C-1.10 of the DPW PWS the PWS appears to require a single program manager that would fill the role of the installation facility engineer. This person would presumably manage the three managers identified in section C-1.10.2. Two of these managers are listed as supervisors and the third a program manager. If one service provider goes with the minimum number of supervisors there would only be two supervisors for over 200 people. Is that legal?
A: The Department of the Army has a recommended 1:14 ratio of managers to employees, this regulation has not changed.
If a service provider wins the bid, however, this may not apply to the contractor.
Q: The May 29 draft of AR 200-1, section 4-3 Land Resources, a. Policy 6 and d. Program Requirements 6.(b), pp 32 and 33, states that planning, implementation, and enforcement of integrated natural resources management plans are inherently governmental functions. If this draft is published before the January 2008 announcement of the winner of the competition, will natural resources be pulled from the PWS?
A: The WSMR PWS team has not had a chance to review the draft of AR 200-1 yet, but it has received a copy. The team will review the regulation and ask IMCOM for guidance on what action will be necessary, if formal publication occurs prior to the performance decision.
