A-76/Competitive Sourcing
Working with the A-76 Process

Directorate of Public Works and Directorate of Logistics employees were encouraged to help the Performance Work Statement team write a great PWS during an A-76/Competitive Sourcing all-hands meeting April 26 at the Professional Development Center.
“You need to help the PWS Team write the Performance Work Statement,” said Most Efficient Organization Team Leader Paul Treat during the presentation.
“The goal is to win decisively and defensibly,” Treat said.
Treat presented information on the MEO team’s role in the A-76 process.
He said the role of the MEO team is to win the A-76 competition by producing the government bid of the PWS.
According to schedule the Source Selection Evaluation Board will select the winner on Jan. 25, 2008.
The PWS defines the work requirements and their standards of performance.
Treat said WSMR employees can and should provide information and data to both the PWS team and the MEO team when asked.
Garrison Commander Col. Gary Giebel encouraged supervisors to review the data and make sure it is complete and accurate and to provide the teams with the information they need.
During the presentation one attendee asked if a Voluntary Early Retirement Authority and Voluntary Separation Incentive Pay had been approved and if so when it would be offered. Jim Kielty said they will be offered in advance of the decision, but nothing has been approved as of yet.
VSIP is a payout of up to $25,000 offered to employees who are otherwise eligible for voluntary early retirement, optional retirement, or resignation, and are serving under an appointment without time limitation; and have been employed by the Department of Defense for a continuous period of at least 12 months.
The VSIP amount is the lesser between $25,000 or the amount employee would be entitled to receive under the formula used for calculating severance pay.
Kielty said this is usually a precursor to Reduction-In-Force.
Employees must be notified of any RIF notice in writing at least 60 calendar days before the effective date of the RIF action.
